Silver Spring, Maryland CNN —The farmers market in this suburb of Washington, DC, was a ripe crowd for Angela Alsobrooks, who’s locked in an increasingly contentious Senate Democratic primary on Tuesday. “I would really like to see a Black woman in the Senate. If elected in November, Alsobrooks, the executive of Prince George’s County, could become only the third Black woman ever elected to the Senate. (The one Black woman currently serving — California’s Laphonza Butler — was appointed and isn’t running to stay beyond this year.) “Electing women is not just good for Maryland,” Alsobrooks told supporters assembled outside her campaign office.

CNN —Authorities have recovered the body of a fifth victim in the Baltimore bridge collapse five weeks ago, officials said Wednesday. A 213-million-pound cargo vessel slammed into the Francis Scott Key Bridge on March 26, crippling the structure and killing six workers repairing potholes on it. The six construction workers were immigrants from Honduras, El Salvador, Mexico and Guatemala. “Maryland State Police investigators along with officers from the Maryland Transportation Authority Police and the FBI responded to the scene and recovered the body of a fifth construction worker inside a red truck,” he added. Attorneys representing the families of two deceased workers and a victim who survived the fall have started their own investigation.

The Maryland legislature this weekend passed two sweeping privacy bills that aim to restrict how powerful tech platforms can harvest and use the personal data of consumers and young people — despite strong objections from industry trade groups representing giants like Amazon, Google and Meta. One bill, the Maryland Online Data Privacy Act, would impose wide-ranging restrictions on how companies may collect and use the personal data of consumers in the state. The other, the Maryland Kids Code, would prohibit certain social media, video game and other online platforms from tracking people under 18 and from using manipulative techniques — like auto-playing videos or bombarding children with notifications — to keep young people glued online. “We are making a statement to the tech industry, and to Marylanders, that we need to rein in some of this data gathering,” said Delegate Sara Love, a Democratic member of the Maryland House of Delegates. Taking a gap year, or devoting a year to public service, whether to develop yourself or to serve a higher purpose, can be very alluring and, just as often, very impractical: How do you find the right opportunity, or fit it into your life, and most of all, swing it financially? Wes Moore of Maryland is trying to find a way to make it work for more people. One of the centerpieces of his administration is the newly established Department of Service and Civic Innovation, which includes a public service program with two arms, the Service Year Option, for Maryland residents within three years of high school graduation, and Maryland Corps, which is open to a range of applicants. Each provides access to entry-level positions at nonprofits and state agencies, as well as a small number of businesses with a strong service component, such as public health or community development. Participants are paid a minimum of $15 per hour and provided help with transportation and child care, which could otherwise keep out those with fewer support systems.

Hogan's political ascendency resulted in large part from his criticism of tax increases that resonated with a tax-weary electorate in his upset victory in 2014. And Hogan, who was originally elected governor by railing against tax increases endorsed by the Maryland General Assembly, has already made the Maryland race unusually competitive in the heavily Democratic state. The Maryland Senate this month largely kept his budget plan intact, despite a drop in revenue estimates announced after the governor submitted his plan. The Senate has been mostly unreceptive to the House plan, with Ferguson ruling out the corporate tax component. He's also ruled out legalizing internet gambling this year, another part of the House plan.

Maryland officials are moving at "full speed" to accomplish four main priorities in the days following the collapse of the Francis Scott Key Bridge, Gov. Here are the directives mandated by Moore:Continue to keep a focus on recovery efforts. The governor stressed minimizing economic impacts where possible, saying "the health of the Maryland economy and the national economy depends on it." This means families of the people presumed dead, the workers, first responders — “that means everybody,” Moore said. The governor promised to give regular updates on all of these directives but said they will take a long time to accomplish.

In addition to the human toll, the destruction of the Key Bridge and closure of the Port of Baltimore could lead to widespread economic fallout. (AP) — Rebuilding Baltimore’s collapsed Francis Scott Key Bridge could take anywhere from 18 months to several years, experts say, while the cost could be at least $400 million — or more than twice that. Realistically, the project could take five to seven years, according to Ben Schafer, an engineering professor at Johns Hopkins University. “The lead time on air conditioning equipment right now for a home renovation is like 16 months, right?" But experts say it's better to look to more recent bridge disasters for a sense of how quickly reconstruction may happen. Hota GangaRao, a West Virginia University engineering professor, said the project could cost as little as $400 million.

However, the expert said clearing the 1,200-foot area between the two pillars that supported the bridge’s main span will be enough to reopen the port to traffic. The expert said pipelines near the bridge could make removing the bridge debris more challenging. According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services. Those are jobs are on land, and does not include crews of the various ships that call on the port. There is also a problem of lost income for ships stuck in the port that are unable to leave.

NTSB crews used the ship’s voyage data recorder, or VDR, to piece together a rough timeline of events leading up to the collision. But it will take months for them to gather the piles of physical evidence, maintenance records, ship data and witness interviews required to deliver a full report, Homendy said. • 01:24:59 a.m.: Numerous audible alarms were recorded on the ship’s bridge audio. • 01:26:39 a.m.: The ship’s pilot made a general very high frequency (VHF) radio call for tugboats in the vicinity to assist the vessel. • Around 01:27:04 a.m.: The pilot ordered that the ship’s port anchor be dropped and issued additional steering commands.

CNN —The allision between the container ship MV Dali and the Francis Scott Key Bridge in Baltimore on Tuesday has prompted numerous questions — not only about how this tragedy occurred, but also about our global shipping processes. This marked the start of a campaign by the Houthis, in support of Hamas in their attack on Israel, against global shipping transiting the Red Sea, Bab-el-Mandeb and the Gulf of Aden. Now, two years later, Baltimore is closed with remains of the Key Bridge athwart the main shipping channel. No one agency has oversight of or coordinates global shipping or ports in the US. There is also no overall maritime strategy for the nation, although the US Department of Transportation, Maritime Administration has been tasked to develop one.

The steel frame of the Francis Scott Key Bridge sits on top of the container ship Dali after the bridge collapsed on Tuesday. After the 1980 collision, he argued, more substantial dolphins or a fendering system should have been added to the Key Bridge. “You knock out one of the support posts, the entire bridge collapses.”The Key Bridge is hardly unique among large bridges in its age. Some other bridges that cross major shipping routes are designed with more extensive protections than the Key Bridge’s. In the wake of the Key Bridge collapse and with the rise of larger container ships, some experts said that engineers should reassess necessary bridge safety features.

Minneapolis CNN —The collapse of the the Francis Scott Key Bridge in Baltimore on Tuesday is unfortunately not the first deadly collapse of a major interstate bridge in the US. The Key Bridge had about 22% of the daily traffic of the I-35W Mississippi River Bridge; however, the Minneapolis bridge was about 22% the length of the truss bridge in Baltimore. Now, officials say they will need to pause the recovery effort altogether — with four more victims not yet found — so that pieces of the crumpled bridge can first be removed from the Patapsco River. But, he said, other vehicles that fell from the bridge — possibly with the construction workers inside — are trapped behind debris that makes the area too dangerous for divers. Officials said one of the victims was identified by a driver’s license found with him, and another by his fingerprints. Wes Moore of Maryland said that divers started the search for victims less than an hour after the bridge collapsed. He said officials have been taking the recovery part of the search as seriously as they took the rescue effort, when they believed the missing victims might have still been alive.
